The point about counter strategy is HUGE. The strategy can't simply be 'cut staff to reduce expense overhead.' That'll get a business nowhere in solving the revenue growth gap. A smart blend of in house and outsources/fractional support with really powerful experts leading the strategy and more efficient path forward will help fill that gap and create more sustainable growth in the current market.
