Kudos to BART on the published update of their Transit-Oriented Program Work Plan. In particular, I love the clarity of how the TOD team assesses developable station sites against four primary "prioritization" criteria: Market readiness -- locally adopted policy context, strength of public transit access, and robustness of the local commercial and residential real estate submarkets Local support -- jurisdictional interest, community support, and zoning compliance for TOD Infrastructure readiness -- station access, likely impact/tradeoffs on rider parking and other factors Development capacity -- each site's developable acreage, target density and carrying capacity Threading the needle is much harder than it looks on paper. Crafting and stewarding TOD projects that get built (especially in California!) is the stuff of superheroes. Keep going! As an author of Smart Growth legislation passed over a decade ago in NYS, I'm horrified by this project and the blatant disregard for existing infrastructure and conservation lands. Tell me, what is the difference between this proposal and the space travelers looking to colonize the moon? Could all of these resources go into fixing what is broken? What if instead they invested in home repairs for existing stock creating affordable and workforce housing? ICYMI: Our work to eliminate blight in our community, clearing the way for redevelopment and opportunity, is the subject of this report tonight from Mid Michigan Now. Over the last 20 years, the Land Bank has demolished more than 9,000 blighted structures and secured more than $165 million for blight elimination including demolition, brownfield assessment and remediation, community-based maintenance, and other improvements. (Approximately $143 million was specifically for demolition and associated environmental remediation.) These efforts are backed by American Rescue Plan Act funding from the City of Flint, Genesee County MI, and the State Land Bank Authority, along with support from the Mott Foundation, U.S. Department of Housing and Urban Development, and others. Through fiscal year 2023-2024, more than 1,000 structures were removed or were in the process of being removed out of 1,900 structures prioritized. Click below for the full story.
