It was an honor to partner with the Board of Governors to recruit this phenomenal leader. Serving more than 2.5 million members, L.A. Care is the largest health plan in Los Angeles County and also the largest publicly operated plan in the country. This historic appointment makes Martha the first female and Latina CEO to lead the organization. Martha is an inspiring, mission-driven executive who has built a remarkable career in healthcare serving the people of Southern California. With a proven track record of implementing large-scale strategies and systems transformations, Martha has held leadership roles within Fortune 500 companies and local non-profit organizations alike. As a Latina leader, the eldest of nine, and the daughter of immigrants whose family relied on Medi-Cal during her childhood, Martha takes pride in her first-hand understanding of the struggles faced by low-income communities. She has since become a first-generation college graduate and has dedicated her nearly 30-year career to working with the underserved communities of Los Angeles County and other parts of the state. Martha has consistently been at the forefront of healthcare innovation, playing pivotal leadership roles in every stage of California’s managed care journey focused on serving low-income populations.
