We are an experienced, award-winning team who bring together planning, urban design, architecture and communities to deliver people-friendly places. We believe that good placemaking is the product of effective planning, policy, design and collaboration. Our expertise lies in these key areas, supported by a range of services, which we provide across the UK for clients in the public, private and third sectors. Established by Francis Tibbalds in 1978 and now, as an employee-owned business celebrating 20 years, we have a longstanding reputation for delivering social value with an emphasis on sustainability, wellbeing and inclusion. Most importantly, we find joy in the opportunity for creativity. And whilst every project we deliver is unique, each is underpinned by the same rigorous strategic approach, grounded in solid professional practice and commercial awareness.   • Neil McKenna has just published his first academic research paper, which explores the evolution of community-led housing in Leeds, a front-running city for community-led housing in England. Alongside his work as Senior Planner at Tibbalds, he has been doing a part-time PhD research project looking at the transformative potential of community-led housing. Neil moved to Leeds in 2019 to make this both his new home and research case study, and has got involved with various projects and networks.     Updated NPPF Published 160 days after sweeping into power we have the new Government’s update to the NPPF. Not wanting to break from political tradition, published as a Christmas treat! The central theme of the changes is, as expected, increasing and accelerating housing delivery, with the ‘loosening’ of greenbelt test the main headline maker to date. The planning system remains a key focus for politicians, the press and wider public, with reform seemingly unending. It is not of course the only barrier, perceived or otherwise, to delivering the housing people need in the places they are needed. Making development deliverable, supported by coordinated infrastructure delivery and genuine placemaking is incumbent on not only the planning system and those working within it, but the wider industry. To this end, it is good to see commitments to necessary infrastructure and green spaces retained in the published version of the NPPF (para. 156), as well as the need for consistency in the delivery of major infrastructure (27) and a vision led approach to transport (109). There are no radical changes to the consultation version from July but some welcome evolution, including: - Further promotion of healthy and safe communities by giving LPAs a planning mandate to refuse applications for hot food takeaways and fast food outlets near schools and other locations (97). - Greater accountability for delivering design quality with applicants needing to provide information to demonstrate how proposals will meet the design expectations of local and national policy (137). - Strengthening recognition of the importance of ensuring good sustainable and active travel movement and transport principles into placemaking (109). We look forward to putting the positive measures into practice in our work, whilst continuing to push for what is required to deliver people friendly places. The above will further support us, and others in the development industry, in promoting and delivering not just the homes that are needed, but beyond the rhetoric on numbers, more places that people want to live, work and play in. #NPPF #housing #planning #placemaking #transport #PeopleFriendlyPlaces

This year’s theme is ‘Recycled City’ - focussing on re-imagining urban spaces by re-using land, buildings, and materials to create inspiring environments for living, working, and playing. Development within our plot follows the principles of Repurpose, Retrofit and Regeneration. Our approach focusses on reuse and recycling, and demonstrates how existing structures, buildings, and brownfield sites can be innovatively adapted to meet evolving community needs and planning policy aspirations.     Project success at the #NLAAwards2024! Members of the Tibbalds team enjoyed attending the NLA New London Awards this week at the #Guildhall in the City of London and were delighted that two Tibbalds projects were on the shortlist across the housing and masterplanning categories. One project Tower Court was selected both as overall Winner, as well as winner in the housing category. Tibbalds are delighted to have contributed to the success of this project using our design-led approach to development planning and support for the design team through the planning stages. The scheme demonstrates the power of good design to unlock development, creating great buildings and people-friendly places. The Application was submitted by Tibbalds and gained Planning Permission in 2017. A multidisciplinary design team, led by Adam Khan Architects, was appointed by the London Borough of Hackney Council's Regeneration team to develop proposals for the redevelopment of the estate, comprising a brief for mixed tenure housing, a community ambulance facility and a comprehensive public realm strategy to support a new residential community. Congratulations to Adam Khan Architects, together with the rest of the team, including MUF ARCHITECTURE / ART LLP, CGL ARCHITECTS, Tom Stebbing, (with Bernd Schmutz and Cathy Hawley), J&L Gibbons and Daisy Froud. Also those team members involved more recently including Child Graddon Lewis. Tibbalds second shortlisted project was the Carpenters Estate which sadly didn’t win its category but that always leaves potential for the future!   • Today is #WorldTownPlanningDay2024 , marking it's 75th anniversary. This year’s theme, Homes Start with Planning, emphasises the vital role planners play in delivering housing that meets community needs and fosters equitable, inclusive, and sustainable solutions. This theme resonates with Tibbalds' work as specialists in residential-led, mixed-use development, focused on housing and people-friendly places meaning we are intimately familiar with challenges faced in bringing forward sustainable, affordable homes and places that are viable and deliverable. The new government’s proposed amendments to the NPPF will impose more rigid housing targets on local authority areas to underline government’s expectation that housing is delivered at scale. We think it’s important to understand the long-running national context. Think poor access to sustainable transport, poor landscaping - with inappropriate planting, not enough for children to do or places to go and uninspiring low-density housing at the edge of settlements. However, despite this national picture there are plenty of examples out there of housing led development and guidance that is successful and which we should be cheering. And to celebrate World Town Planning Day we wanted to highlight some examples Tibbalds have worked on: York Housing Delivery – Tibbalds were part of the award-winning team led by Mikhail Riches Architects delivering Passivhaus homes on Council owned sites across York. The City Council’s ambitious programme is delivering sustainable and affordable homes in one of the UK’s richest heritage environments. Bradford Design Guide – Tibbalds were commissioned by Bradford Council to create a go-to manual for housebuilders, planning officers and communities to help raise standards for high-quality design in Bradford District. The guide includes eight priorities for homes in the district which include greening, inclusivity, health and distinctiveness amongst others. We are currently working on a design code for Bradford which will take forward the principles in the design guide. Carpenters Estate – Tibbalds were the lead consultant and planning consultants appointed to secure the wholesale regeneration of a large postwar estate directly adjacent to the Olympic Park for London Borough of Newham and Populo Living. Working closely with the design team (Proctor & Matthews ArchitectsMetropolitan Workshop LLPLDA DesignXCO2CampbellReithMott MacDonald and make:good) a resident led masterplan for the area has been established that will deliver up to 2,022 new and replacement homes, including 50% affordable housing.   • Tibbalds Associate Director Rob Moorhouse gets to the heart of housing delivery in the latest edition of The Planner RTPI, discussing the challenges and opportunities within the government's latest planning proposals. “Total housing numbers are one thing, but the closely related issues of affordability and quality are at least as important," he says. "There is a risk that the short-term drive for housing numbers, stores up issues for the future, leaving communities in unhealthy and unsustainable neighbourhoods without services and facilities. We have seen this happen under the previous government. Now there is a real opportunity to make the changes needed to deliver quality at pace. “The commitment to a vision-led approach that promotes sustainable transport is good, but this could go further. Active travel (in conjunction with public transport) should be given the same status as BNG and made mandatory on a national level e.g. through measuring a net increase in health impact taking account of the new homes. “Critical infrastructure, such as water, energy or public transport should be considered on a regional level. Local Authority boundaries often do not align with travel patterns or access to employment as people's lives are not bound by plan making boundaries. So while the government has recognised that ‘local leaders are best placed to identify the infrastructure that their communities need’, this recognition needs practical application that supports good growth. “Delivery challenges need to be resolved, so that permissions can be delivered at pace and in affordable ways."   • Celebrating 21 years Today, Tibbalds Planning and Urban Design is celebrating its 21st birthday, a milestone that feels as much about the people who have been part of our journey as it is about our achievements in creating people friendly places. It's a moment to reflect on where we started, the values that have driven us forward, and the many people who have contributed along the way. A Legacy of People Friendly Places Our story doesn’t just begin in 2003 – it goes all the way back to the mid-1970s with Francis Tibbalds and others who laid the foundation for the urban design and planning principles that guide us today. They remain as relevant now as ever as we see an emerging re-focus on new towns and good growth. For us, the real turning point came 21 years ago, when Tibbalds Planning and Urban Design was created, taking on the Tibbalds name and legacy. From day one, our focus has been on seeing planning and urban design as indivisible, as key and intrinsically linked elements of how we make good places including how they work socially, how they respect the planet and how they will support and meet the needs of those they are created for. The leadership of the founding director team, Hilary Satchwell, jennifer Ross, Jane Dann and Sue Rowlands, alongside the late Andy Karski, shaped the direction of this new practice and allowed us to build something special. Many people have been part of this journey and we have a lot to thank them for. Their care, passion and direction have driven our collaborative approach, where we seek to creatively solve challenging problems to support the delivery of quality buildings and places. It has not always been easy – and there have been some robust discussions on the way. But a positive approach to planning from strategy to delivery, alongside a careful understanding of the places we work, and supporting communities has always been central to our success. In this busy world, we should pause for a moment and celebrate it. Raising a Glass to the Next 21 Years So, as we celebrate, it’s not just about what we’ve done – it’s about what’s ahead. We’ve always had strong opinions, and that’s not going to change. Our commitment to making places people love and that are resilient, creating communities that thrive, and addressing inequalities is stronger than ever.
