The Hong Kong Academy of Finance (AoF) is set up with full collaboration amongst the Hong Kong Monetary Authority, the Securities and Futures Commission, the Insurance Authority and the Mandatory Provident Fund Schemes Authority. The AoF brings together the strengths of the academia, the industry, professional training institutes and the regulatory community to develop financial leadership and promote research collaboration. The mission of the AoF is to serve as: - A centre of excellence for developing financial leadership; and - A repository of knowledge in monetary and financial research, including applied research.

The Hong Kong Academy of Finance (AoF) celebrated its 5 th Anniversary and held the Financial Leaders Programme (FLP) Graduation Ceremony for the third FLP cohort on 13 December 2024. Mr Eddie Yue, Chairman of the AoF and Chief Executive of the Hong Kong Monetary Authority (HKMA) delivered the opening remarks, highlighting the AoF’s achievements throughout its five-year journey. The FLP graduates then received their graduation certificates from the Directors of the AoF in recognition of their completion of the nine-month programme. It was then followed by a panel discussion on “Preparing Hong Kong Financial Leaders for the Global Stage”, featuring our Fellows Dr Norman Chan, Senior Adviser of the AoF, Dr Moses Cheng, Non-official Member of the Executive Council and Dr Tony Neoh, Co-Chairman, Asian Academy of International Law. The panel was moderated by Mr Arthur Yuen, Deputy Chairman of the AoF and Deputy Chief Executive of the HKMA. The audience, especially the FLP graduates, benefited enormously from the invaluable insights shared by the speakers. Dr Norman Chan, Senior Adviser of the Hong Kong Academy of Finance (AoF), engaged in a fruitful dialogue with our 2024 FLP cohort and alumni at the AoF office on 6 December 2024. During the dialogue moderated by Mr Dickson Lee, Partner of KPMG, Dr Chan shared his insights on leadership and strategic thinking skills amid a complex and ever-evolving macroeconomic environment. Dr Chan and the participants discussed a range of topics, touching on subjects such as geopolitical tensions, financial crises and the future of Hong Kong from global as well as local perspectives. She has extensive experience in the Technology and Financial Services sectors through her various roles across both industries and as a consultant. “By creating digital infrastructure that can bring small and beautiful changes to the world, we aim to achieve financial inclusion through introducing innovative technologies and green financial services to small businesses and individuals at Ant. Taking the opportunity of the meeting of the Financial Stability Board (FSB) Plenary being held in Hong Kong, the Hong Kong Academy of Finance (AoF) invited a few top global financial officials attending the meeting to give an exclusive seminar on 4 December 2024. The closed-door seminar on “Priorities and Challenges in Maintaining Global Financial Stability” was moderated by Eddie Yue, Chief Executive of the Hong Kong Monetary Authority (HKMA) and Chairman of the AoF, and featured as panel speakers Ayman Al-Sayari, Governor of the Saudi Central Bank – SAMA; Agustín Carstens, General Manager of the Bank for International Settlements – BIS; Klaas Knot, President of De Nederlandsche Bank and Chair of the Financial Stability Board (FSB) Board; and François Villeroy de Galhau, Governor of the Banque de France. The seminar was attended by both AoF Members and FSB Plenary Members and their delegates. During the seminar, the panel speakers shared their perspectives on global and regional financial stability priorities and challenges, including the implications for financial stability arising from geopolitics, non-bank financial intermediation, and technological innovation. The 2024 cohort and past FLP participants completed a field trip to Bangkok and Jakarta in September. The Hong Kong Academy of Finance (AoF) and Hong Kong Institute for Monetary and Financial Research (HKIMR) hosted a webinar on “DeFi, Metaverse, Digital Assets and Web3: Opportunities and Challenges for the Financial Services Industry” in collaboration with the ASEAN+3 Macroeconomic Research Office (AMRO) on 29 November. The webinar was well attended, including members of the ASEAN+3 Finance Think-tank Network (AFTN). Dr Giorgio Valente, Head of the HKIMR, presented an overview of these frontier technologies, their relationship with digital assets and Web3 markets, and their potential benefits and applications. Dr Tom Fong and Dr Elsa Dong, Senior Managers of the HKIMR, presented the key survey findings of the HKIMR’s two latest research reports on #DeFi and the #metaverse. The session highlighted the current engagement, opportunities and challenges of these frontier technologies within the financial services industry, as well as considerations for promoting the healthy development of these technologies and the broader #DigitalAssets and #Web3 ecosystem in Hong Kong. The webinar concluded with a Q&A session, which featured a vibrant discussion between the researchers and the audience surrounding these frontier technologies, including talent development, collaboration and public education. Ms Mary Huen, Executive Director and Chief Executive Officer, Hong Kong and Greater China & North Asia, Standard Chartered Bank had an interactive dialogue with our 2024 FLP cohort at the AoF office on 27 November 2024.
