On November 26-28, 2024, the General Assembly of the Horizon Europe project "Tools4CAP - A toolbox of innovative tools to enable effective management of the CAP to achieve EU objectives" gathered at the Hungarian Institute of Agricultural Economics (AKI) in Budapest, Hungary. During the two years of project implementation, the following core project results were achieved, in addition to other ongoing project results: An inventory of over 70 quantitative and qualitative instruments used in EU countries for the formulation of the Common Agricultural Policy, was created; 13 tools in total have been selected to be tested in 15 combinations (5 tests of qualitative/participatory tools; 5 tests of modelling tools; 5 tests of monitoring tools) in 10 EU Member States in the next project phase in (Poland, Spain, France, Hungary, Czechia, Italy, Slovenia, Netherlands, Germany and Greece); Training modules for the selected instruments have been developed and training has started - Tools4CAPacademy. The next stages of the project will include testing the application of the selected tools in the CAP process and making recommendations for improvement accordingly. Training will be provided on how each of the selected innovative tools could be applied to facilitate the CAP process in the Member States. This gathering brought together partners to reflect on progress, address challenges, and align strategies for 2025 as we prepare to replicate tools and methods across 10 countries. Navigating the Challenges of CAP Strategic Planning in the EU. CAP implementation faces numerous challenges including complex multi-level governance, insufficient capacity among staff and stakeholders, and obstacles to evidence-based policymaking. Poor coordination between national and regional authorities often results in policies disconnected from local needs, while limited expertise hinders implementation. A report by the Tools4CAP project calls for clearer guidelines, inclusive decision-making, capacity building, and tools to improve stakeholder engagement and policy outcomes. By enhancing data infrastructure and fostering collaboration among diverse groups, more sustainable CAP Strategic Plans can be developed. Tools4CAP offers methodologies and resources to address these challenges and improve future decision-making and monitoring processes. 📢 The #Tools4CAP partners gather for their second General Assembly in Budapest, Hungary! The event began with a warm welcome from Mr. Pál Goda, PhD, Managing Director at AKI - Institute of Agricultural Economics, representing one of our project partners. Our project coordinator, Bérénice Dupeux from Ecorys, also shared opening remarks, highlighting the progress made so far and outlining the exciting journey ahead. As we move through year two of the project, we took the opportunity to reflect on our achievements, address challenges, and chart the next steps for #Tools4CAP, fostering meaningful knowledge exchange among partners. 👥 The discussions also delved into recent developments in Brussels, exploring how the New Delivery Model might serve as a blueprint for other funding mechanisms. We also examined the future of the #EUbudget and its implications for conditionality at the national level.
