Interesting post from the White House. Of particular note is the formation of a Nuclear Power Project Management and Delivery working group. For an industry that has not done major capital projects (other than Vogtle) in the US for well over a decade, we've lost the critical competency of Project Management. One could have the best Gen III+ or Gen IV, but without a highly effective PMO - they are doomed to fall way short. Digital solutions coupled with a strong PMO process will provide the transparency and accountability required of major capital projects, and the data to analyze progress along with tools for rapid iteration of alternative scenarios. This is where other asset intensive industries, who have this competency, have/are driving towards - the good news for Nuclear is that they can start, if they choose, with a clean state. https://lnkd.in/euWCssvD

As banks and financial institutions are set to play a more critical role in the financing of new nuclear power plants, procurement and compliance challenges will be high on the agenda. From the FT of 23 September 2024 (https://lnkd.in/d7VUjUbX): "Fourteen of the world’s biggest banks and financial institutions are pledging to increase their support for nuclear energy, a move that governments and the industry hope will unlock finance for a new wave of nuclear power plants. (...) Financial institutions have long been divided on nuclear energy, because of the complexities of project financing and high level of risk, but also because of questions about whether it complies with organisational environmental, social and governance standards." With great timing, Nicholas Gould and I discuss these topics in our recent article published in the International Energy Law Review.

🆕 This report by Dr Chiara Cervasio, Dr Nicholas J. Wheeler, and Mhairi McClafferty presents the findings and five responsibility-based policy recommendations from dialogues held with Indian and Pakistani nuclear policy communities facilitated by the Nuclear Responsibilities Programme in 2023-2024. The report argues that, in the India-Pakistan nuclear dyad, there is mutual confidence that the other can be relied upon to show restraint in times of crisis and not push their adversary into a choice between a humiliating defeat and escalating the crisis to the nuclear level. Moreover, as the 2019 Pulwama-Balakot crisis showed, Indian and Pakistani decision makers appear to have become sufficiently confident in the “other’s restraint” that they believe even limited conventional hostilities between them will not challenge this. The shared fear of nuclear war clearly plays a pivotal role here, but there are additional factors that uphold this mutual confidence, including intimate enmity, face-saving narratives, CBMs, and outsourcing escalation control. These sources of restraint, however, are fragile, and there is a risk of complacency leading to miscalculations in future crises, underlining the need for India and Pakistan to develop a robust crisis prevention and management regime to avoid crossing each other’s redlines. In our recent article, Giuseppe Franco and I explore these challenges, compare the use of FIDIC and NEC contracts in the nuclear setting, and examine the potential of the framework alliance contract as a tool to integrate project contracts effectively.
