About us
Mission: Providing affordable housing and community revitalization to benefit the people of Arizona. The Arizona Department of Housing is a cabinet level agency, created in 2002 by the State legislature to serve as the State’s primary agency to address housing issues in the State. Primarily funded through Federal resources and fees, the agency administers housing and community development resources, serves as the State Public Housing Authority, and regulates Arizona’s manufactured housing and building industry.

ADOH Director Joan Serviss and her entire staff wish to remind you that tomorrow, Saturday, December 21st, is National Homeless Persons' Memorial Day which brings nationwide awareness to the tragedy of homelessness and honors those who've passed away on our streets in 2024. Commemorated in 1990, this memorial to our neighbors who've succumbed to homelessness takes place each year on or near the longest night of the year, the winter solstice. Across Arizona and the nation today, events are planned to bring attention to the preventable tragedy of homeless deaths. Please look for events in your area like candlelight vigils and silent marches. While we remember those we have lost this year, let's work together to reduce homelessness in 2025.

Last week, Phoenix Housing Director, Titus Mathew, stood alongside Atlantic Development & Investments, Inc. and many partners to celebrate the grand opening of The Reserve at Thunderbird II. The City of Phoenix is proud to support this transformative affordable housing development, which was funded through a collaborative effort, leveraging $1 million in HOME program funds, $22.9 million in Low-Income Housing Tax Credit (LIHTC) equity, and various loans. The project exemplifies innovative financing to maximize affordability! Together with Phase I of The Reserve at Thunderbird (108 units) in the same location, this is now 242 affordable units, rich in amenities and supported by community partners offering tenants on-site access to healthcare services, job placement, and other support services. I am excited to celebrate with Ron Mehl on the closing of Saddleback Village at Stonegate in Maricopa, Arizona. This will be the first Build to Rent (BTR) community for Dominium. The Saddleback Village community will provide 215 high quality homes for the City of Maricopa and the Phoenix metro. This project will be constructed by Lifestyle Homes and will include a leasing center, playground, private back yards, and outdoor amenity spaces. This development would not have been possible without the support of our development partners. The financing includes a tax-exempt construction loan provided by Western Alliance Bank, a taxable bridge loan provided by Bremer Bank, a Forward TEL commitment from Freddie Mac serviced by Walker & Dunlop, and an equity investment in the 4% federal Low-Income Housing Tax Credits by Walker & Dunlop. Thank you to Arizona Department of Housing for their determination of Low-Income Housing Tax Credits, and Arizona Industrial Development Authority - Arizona IDA for their allocation of tax-exempt private activity bonds and support in assisting Dominium’s efforts to provide affordable, high-quality homes. Additional development partners include Winthrop & Weinstine, P.A., Holland & Knight LLP, Stover Legal, Slania Law, Squire Patton Boggs, Todd & Associates, Inc., Bowman Engineering, Commercial Partners Title, LLC, Kutak Rock, and U.S. Bank as trustee, among others.
