Over allocation and underutilization of resources are challenging but agile based practice at least attempts to reduce waste and bring best burnout and velocity. Since there is commitment to work and effort on board, it helps to bring transparency too.

As most of the people who commented, have rightly stated,a manager has to handle multiple projects at a time but resource sharing-utilization is one major challenge of all. Project Expectations: Every project will have it's own set of challenges and manager needs to be aware of how the resources align with the project's objectives. Resource Utilization: With different project stages, some of the resources can be shared / moved to the rest, owing to the project importance and required expertise. Work Prioritization: Multiple projects can have the same resource working on it, if the work is broken down in appropriate chunk-resource ratio and assigned. Having knowledge of resources, work and time frame plays a crucial part to get this right
