I've been in the "middle" of these types of conflicts many times, and without knowing the specifics and context, all I can hope for is a "generic answer" to this question. That said, if it is a "simple misunderstanding" between two stakeholders, then being a neutral 3rd party and listening to both of them with a neutral attitude may quickly resolve the misunderstanding. However, if we are talking about a HUGE conflict perhaps with $Millions and/or $Tens of Millions of dollars at stake due to errors, missed deadlines, or similar - then it may be necessary to hire in a Neutral Arbitrator that can listen and examine the issues and arguments and come up with a decision.
