I guess setting clear goals is necessary for any projects. But in my opinion goals can be achieved effectively when your team owns the outcome. Which comes from empowerment and if they are "having fun"!! It is the responsibility of the business (and most businesses do) to highlight the impact software teams had based on the artifacts they have produced in the past. As manager help cut the clutter and let the team focus on the core of the project. Don't micromanage but don't be too detached. If the team needs support you should be there no matter what that means from brainstorming and solving a complex problem to ordering pizzas. All these may sound a philosophical but every little bit adds up to achieve goals effectively.
