For heritage buildings the less interventions the better. When could interventions be necessary: 1/- bringing back a vacant building back to life could necessitate change from previous uses which could require strengthening to the existing structural elements. Further the building could have gone into disrepair with deterioration setting in. 2/- possibly this heritage building with no seismic design having been undertaken although it has survived unscathed over the centuries, due to the crowds of people visiting the premises would nowadays necessitate that it is retrofitted seismically. This to increase its building resilience and should a disaster strike, although some slight structural damage could be acceptable, no loss of lives occur.
