Firstly, (structural) safety risks or any other risks that compromise the safety of personnel or environment should be eliminated, and if this isn't possible, be reduced. There should be multiple barriers in place to ensure all safety hazards are controlled. For this case, I would suggest to have a separate 3rd party qualified site engineer/ QAQC engineer review on behalf of the client. His approval, if agreed beforehand with the client, can eliminate/substantially reduce liabilities to the contractor in case of a structural failure. If this is not an option, the contractor can have a solid QAQC system in place, with multiple supervisory level of oversight. This can eliminate risks associated to structural risks/anomalies considerably.
