Reavalio o planejamento para identificar oportunidades de realocação e otimização de recursos existentes. Prior to accepting the request, internal meeting shall be held with each department. During the meeting we can review the current budget and margin as well. More resources mean more budget to be spent, those budgets shall be addressed properly from which department can be squeezed (without sacrificing the quality for sure). An alternative vendor (with lower price) can be selected, reduced margin and contingency budget if necessary. In the end if all those options are taken and still need more budget in order to get more resources, an external meeting shall be held with all stakeholders (Client, and Top Management) to get more budget, maybe issued a VO to the Client (if allowed and needed).

There are two scenarios: First, the original resource estimate was flawed and needs correction. Second, the project is falling behind or has seen scope creep and needs some more resource to hit the deadline. The framework for governance should be flexible enough to deal with more resource (to a limit) but the efficiency will be affected as the team grows and new people need to get up to speed. Nothing you can do will change that but you can plan for it and manage it well. Just throwing people into the team and hoping all will work out is probably going to be disappointing.

Maintaining quality is very important to a successful project. Here are some steps that I would take: First, I would analyze the situation with the team and relevant stakeholders. I would try to understand what went wrong with the plan, revisit the plan assumptions and re-work the plan. Then, I would go through the change process to gain approval for the changes. I would discuss the changes with the sponsor and change board to gain their support prior to the formal change request. Once the change is approved, I would implement it and monitor the situation. Finally, I would empower the team to take ownership of their work. When team members feel responsible and accountable, they are more likely to ensure the quality of their work.

It is important that after reviewing the members' request, if it is reasonable, we share it with the stakeholders and try to either provide those resources or re-examine priorities to ensure that the quality of those parts that are much more important is not reduced.
