This is a management responsibility and it should be readily handled at a meeting called by R&D management. At the meeting management openly takes in all reasonable input, makes consideration for the input, makes a decision, and hands out the directives. It’s NOT a democracy. If management is not qualified to make the decision then that’s the problem.
