Most of the communication rooted top down. As a top leader, if your leadership team lacks effective or impactful communication, you have a big problem. Those leaders carry your message to their respective teams and if they can't effectively communicate then it is a risk to your organization. You must fix it as a top priority. If you can't solve then call SME (subject matter expert) to identify the communication gaps. Sep up communication development workshops to close those gaps and keep monitoring the progress to ensure gaps are closed.

There are some elements of emotional intelligence that can be trained, but I find it is often a character trait that may or may not be present in individuals. Upskilling for EI can certainly do no harm. However, I think the strongest signal you can send is your own example. Leaders who actively listen, possess empathy and keep calm under stress will pass that on to their teams.
