Navigate the problem with him and try finding a solution if it is not so personal and within the business domain . Once the root cause is found the solution to the problem is easier and can be solved with different approaches and by time .

The first and foremost thing I would do it knowing the person more. What he/she is facing in his/her personal life which is impacting the performance. This is something which is normally overlooked by the manager most of the times. Once I know that I would empathise with the person and would understand how I can help him/her navigate this situation.
