One thing I’ve found helpful in such situations, is to get the team thinking back above the line around the bigger picture versus below the line. Typically such team confusion happens when the big picture is lost, and now everyone sees their task/project/issue as bigger than everyone else’s. Once everyone can get back to seeing the bigger picture at play, typically fruitful and synergistic dialogue can take place to drive the team forward on one accord versus separately.
