Its responsibility of Leads, Manager to play this role. Recognition to employee with very low moral also helps.

"Sarah's code made this possible!" "Tom's idea saved us time!" Make it okay to say "I'm struggling." Sometimes people just need to hear "Yeah, this is tough."
