Growing political will to take action on foundational learning continues to be one of our key priorities for 2025. 🇿🇲 Next year, we plan to amplify existing work in Zambia to improve learning outcomes and build on existing political leadership to ensure every child is acquiring foundational skills. Learning levels in Zambia are low, with 9 out of 10 children unable to read and understand a basic story by the end of primary school. This year, President Hakainde Hichilema was appointed as the first Foundational Learning champion for Africa. Building on this commitment, we've had a successful couple of weeks meeting with partners to learn more about the context and work being done on the ground to help improve learning. As the first global parliamentary network dedicated to education, IPNEd seeks to grow and deepen political understanding of and commitment to inclusive and equitable quality education for all. To do this we work with individual parliamentarians along with groups of parliamentarians at the national, regional and global levels. The Network consists of parliamentarians from around the world who are committed to achieving Sustainable Development Goal 4 - Quality Education - through increasing the funding, access and equity of education globally.

Increasing humanitarian crises, conflicts and climate related disasters means that the number of crisis affected school-aged children requiring educational support has grown from an estimated 75 million in 2016, to 224 million today. A recent joint high-level mission to Ethiopia by Education Cannot Wait (ECW) Global Champion and Danish Minister of Finance Nicolai Wammen and ECW Executive Director Yasmine Sherif, highlighted both the scale of the crisis and the transformative potential of targeted interventions. Mr. Wammen’s efforts highlight the role legislators can play in raising awareness about the struggles faced by children and youth in crisis situations and advocating for closing funding gaps. Political will is the catalyst for change, and with the right investments, we can ensure that no child is left behind. Political leadership for more and better school meals in Southeast Asia 🍎 Last week, we attended the Southeast Asia School Meals Coalition Summit co-hosted by the Ministry of Education, Youth and Sport of Cambodia, with the governments of the Philippines and the Republic of Korea. The Summit highlighted the transformative power of school meal programmes to advance Sustainable Development Goals, including child nutrition, education, and local agriculture, while tackling global challenges like climate change and food system resilience. 🌱 We led a stream of work on policy, legislation and governance for more and better school meals. We also shared our recently launched school meals toolkit which provides members of parliaments with the evidence to make the case for school meals along with actionable advice and guidance. Political will is key to improving foundational learning outcomes. Prioritisation and urgency are common calls from education leaders gathered here at #FLEX2024 to advance foundational learning. Earlier today, we heard from the First Lady of Rwanda, Her Excellency Jeannette Kagame, who emphasised foundational learning as the bedrock upon which later skills are built, citing early childhood learning as essential. Dr. Benjamin Piper from Bill & Melinda Gates Foundation highlighted prioritisation and political will as key actions to advancing foundational learning outcomes. Political leadership is well showcased here in Kigali, Rwanda where 26 Ministries of Education from across Africa are present, and delegations from over 35. It is now that we turn commitments to impact at scale, where political action is key. With 28 education ministers present, we're witnessing a historic shift from dialogue to action. 🎓 Today's powerful sessions have truly highlighted how we are tackling the learning crisis. The morning brought impressive case studies of success: ✨ Breaking barriers in language instruction: 🇬🇲 The Gambia showed us what's possible, streamlining 12+ languages to 5 and reaching 98% of schools. While 🇸🇳 Senegal shared their 20-year journey of systematic implementation, and 🇨🇮 Côte d'Ivoire's innovative approach with 10 national languages is transforming learning outcomes.
