    A great example of how to plan, manage, and control a complex programme with multiple stakeholders. Managing the change resulting from the addition of another building whilst avoiding the associated turbulence is also demonstration of the efficiency and effectiveness of the management methodology applied by the team.     We recently marked the first anniversary of breaking ground at the Vehicle Storage and Support Programme (VSSP) - the largest #infrastructure programme being delivered by the British Army, to support the operational capability of the vehicle and equipment fleet.     In Spring 2023, the foundations for the first VSSP building were laid at MOD Ashchurch. One year on, the project remains on schedule, with seven buildings currently in construction, four of which are due to be handed over to the user this year. The team also secured the inclusion of an additional building into the programme to increase the storage capacity of the site to be delivered within the existing schedule.    The success to date this year is attributable to the tireless whole team approach and collaboration across the Army, Defence Infrastructure Organisation (DIO) and our #industry partners. 👏 #construction #ProgrammeManagement #ProjectManagement

    Great piece, Deepak. Mistry. Iteration, the life-blood of the design process, forces assumption-making. As you say, designers have no option but to introduce technical debt to initiate a period of iterative working as all of the information that they would ideally have to hand is not available. In this situation, it is essential that all working assumptions are logged and tracked to the point that they can be checked and confirmed or refuted. Limiting the timescale between making the assumption and checking the assumption will minimise the impact latency and contain the Technical Debt. Critically, sequencing and planning the work correctly to differentiate between positive cycles of iteration and needless periods of re-work is the key enabler of effective Design Management and controlled design progression...chill to freeze!     “Technical Debt” - Design Risk on Construction Projects   As Ward Cunningham nicely put it “we reason by analogy and metaphors influence the way we think”, so I thought I’d explore this for us working on construction projects. He coined up the “debt metaphor” which has a financial flavour to it but applied it to how technical issues manifest during software development.   During the software development process temporary solutions or fixes are implemented (deliberately or inadvertently) but need to be revisited or rectified later in the project. This is a normal part of software development as all information/data may not be known and so assumptions are made. This avoids slowing down the project but if not managed well or controlled it can cause significant issues.   The accumulation of this kind of “technical” debt was compared to the build-up of interest payments on unpaid loans. The longer the debt remains unpaid (i.e. not resolved) the greater the potential interest (cost/delay).   More recently the “technical debt” concept has been applied to design management on construction projects and this isn’t surprising when you review some of the top causes of cost/schedule overruns on projects being design related such as inaccurate information, incomplete and late designs. Reasons are varied but often the rush to start work is a contributing and compounding factor - see the HKA CRUX Report for more insights (https://lnkd.in/ezF92qQb)   An excellent article written by Adept Management Limited about “The impact of unchecked assumptions in the design process: Technical Debt and Impact Latency” (link below) is well worth a read which compliments this post and articulates the key points much better than I could in this short form. It neatly explores how the design and engineering phases of a project are often underestimated and making assumptions introduces risk and uncertainty on projects which needs to be understood, monitored and managed.   Some other takeaway soundbites for me were: 📐 Not all technical debt is bad, as long as we’re confident we can pay it off 👀 There are visible as well as invisible debts which can surprise us 😧 How often do we borrow thinking we never have to pay it back 👨🏽🎓 How often do we pay forward the learning from the debt experience 💸 Continuing to accumulate interest gobbles up income 📈 Unlike interest payments which are predictable technical debt is challenging to forecast how it's going to be paid off 🌍 Technical debt isn't restricted to just the discipline of design/engineering nor are the consequences or stakeholders involved #designmanagement #constructionprojects #riskmanagement #projectmanagement #technicaldebt https://lnkd.in/egUEkuKf

    Planning, managing and controlling the design phases of projects to dovetail seamlessly with the procurement and construction phases is no simple task. Iteration is positive and critical; it needs to be planned into the process to enable interdisciplinary working. Needless re-work cycles, created as a result of poorly sequenced activity, need to be pin-pointed and removed. Iteration and re-work are not the same - they have very different impacts on the timescales to complete the design process, the impact latency, and the veracity of the solution that emerges.     The Adept Management Limited team are applying the Flow methodology and technology to streamline ongoing replacement, refurbishment, and repair of physical assets (as well as the integrated processes that are utilised to ensure efficient and effective delivery of the works themselves). Through analysing operational systems (by asset class) and linking with GIS data we produce simplified models of network dependency and interdependency. This enables us to consider the physical dependency between assets (and systems of assets) to identify where temporary works, isolations, and so on are required to avoid schedule conflicts, whilst optimising delivery to maintain operations (and minimise interruption associated with multiple planned outages). This is a game changer for the delivery of asset care tasks, risk mitigation projects, and strategic programmes across complex, asset rich sites and transportation networks. #We_are_adept, #programmanagement, #projectcontrols Flow www.adeptmanagement.com
