International Civil Aviation Organization (ICAO) Security Week Prepare, Practice, Collaborate 👥 Air Traffic Management systems are more vulnerable than ever to cyber-attacks, due to increases in the attack surface resulting from the system's inherent complexity, heterogeneity and the integration of new systems, networks and services. The global aviation community needs to establish a response system to deal with these emergent threats. To foster international cooperation on aviation security, more than 700 aviation professionals from around 70 countries came together in Muscat, Oman for the International Civil Aviation Organisation (ICAO) Security Week from 9 to 12 December 2024. Mr Bernard Lim, Senior Director (International Relations and Security), Ministry of Transport, Singapore led the Singapore delegation. The Singapore delegation consisted of representatives from CAAS, Changi Airport Group Airport Police Division and Singapore Airlines. The meeting concluded with the adoption of the Muscat Declaration, which outlines a global strategy to enhance aviation security and cybersecurity amid evolving threats. ⚠️ As part of the Singapore delegation , Mr Kee-Vin H., Director (Cybersecurity and Data Governance), CAAS, spoke on the high-level panel discussion titled Cybersecurity and Digital Transformation of ATM Systems. Mr Ho proposed a three-pronged approach to address emerging threats; Prepare, Practice, Collaborate. 🙌🏼 The high-level panel was moderated by Mr Bogdan Donciu, Director, Regional Directorate Bucharest, Romanian Air Traffic Services Administration, Romania with fellow panellists Mrs Luci Holemans, Air Traffic Organization Cybersecurity Manager, Federal Aviation Administration, USA, Mr Mateusz Zelek, Deputy CTO for Development, PANSA, Poland and Mr Hamed Said Al Balushi, Manager – IT network and security, Oman Air.

Enhancing aviation safety requires a systematic and collaborative approach. ✈️ With air traffic volumes projected to increase by several folds in the coming decades, it is crucial for the aviation sector to go beyond learning from past incidents, but also towards adopting more proactive measures to identify and mitigate potential safety risks. 🔍✊🏼 In 2023, CAAS formalised a Risk Working Group to identify and address current and emerging safety issues. In 2023, CAAS initiated the inaugural Meeting of Asia-Pacific Regulators on Advanced Air Mobility (AAM) and Unmanned Aircraft Systems (UAS), where 24 Asia-Pacific States agreed to co-develop a toolkit to facilitate alignment on regulatory approaches and practices, and support adoption of policies and regulations in AAM and complex UAS operations. 🚁🌐 The toolkit will serve as a reference which regulators can consider, adapt, and use to facilitate the commercial operations of AAM, and implementation of complex UAS operations. Since the inaugural meeting last year, the teams have been making good progress in the development of this toolkit. Most recently, between 26 and 28 November 2024, CAAS convened a three-day working group meeting, bringing together 33 representatives from Asia-Pacific civil aviation authorities, and AAM and UAS companies to refine the toolkit to ensure its practicality, comprehensiveness, and alignment with existing International Civil Aviation Organization guidance and industry needs. 🌍🤝 The toolkit is targeted for publication by mid-2025. CAAS is stepping up collaboration in civil aviation training with the African Civil Aviation Commission AFCAC to support the growing global demand for air travel. On 26 November 2024, Mr Tee Chiou Ng, 2 Deputy Director-General of CAAS, and Ms Adefunke Adeyemi, Secretary General of AFCAC, signed a Memorandum of Understanding (MOU) on the sidelines of the 35th AFCAC Ordinary Plenary Session in Brazzaville, the Republic of the Congo. This latest MOU cements nearly three decades of close partnership with AFCAC. 🙌 Since the first MOU was inked in 1997, CAAS has awarded over 2,600 fellowships and scholarships, training more than 8,500 aviation professionals from 54 AFCAC Member States. 7 December 2024 marks the 80th anniversary of the signing of the Convention on International Civil Aviation in Chicago in 1944. For eight decades, this defining international agreement has served as the foundation for the development of the global civil aviation system to the benefit of all nations. 🌏 As we commemorate International Civil Aviation Day today, we are pleased to launch a new video series sharing insights from aviation thought leaders from around the world. Earlier last month on 21 and 22 November 2024, CAAS participated in the inaugural International Civil Aviation Forum (ICAF) organised by the Institute of International Civil Aviation, at the Shanghai Jiao Tong University (上海交通大学). The forum themed “Enhancing Global Connectivity, Embracing Green Aviation” gathered States, industry, academia and research community, to discuss and share useful insights on regional aviation developments on connectivity and sustainable aviation. 💭 Mr Tiang Guan Tay, Senior Advisor, CAAS, and Dean, Singapore Aviation Academy, spoke at the high-level panel discussion moderated by former International Civil Aviation Organization Secretary-General, Dr Liu Fang, together with Dr. Sinn Vutha /Wu Daxing, Civil Aviation of Cambodia, Mr Munkhtuya CH, THE CIVIL AVIATION AUTHORITY OF MONGOLIA, Mr Michael Yuen, Civil Aviation Department, and Mr Amir Akhmetov, Civil Aviation Committee (CAA) - Kazakhstan. Mr Tay highlighted Singapore’s efforts in air hub development, particularly the development of Terminal 5, as well as Singapore’s initiatives in aviation safety and sustainable aviation. ✈️🛡️♻️ CAAS looks forward to participating in the next ICAF in 2025!
