Long Vancouver Zoning Times Destroys Economic Viability of Developments The City knows they need to reduce zoning times. The R1-1 zoning eliminated zoning for multiplexes. With 100 applications in 5 months it is a success. The SRP (secured rental policy) zones and Broadway plan also reduced zoning times to a year. What to do with declining, vacant, and underutilized historic church buildings is an issue that many communities across the country are facing. For congregations with dwindling membership, the wall of maintenance costs is often insurmountable. Constructed in 1913, the historic St. Paul African Methodist Episcopal Church and its members were faced with this dilemma in the early 2000s. As a center of Tampa's Civil Rights Movement, St. Paul played host to numerous dignitaries, including Thurgood Marshall and Dr. Martin Luther King Jr., but the building was suffering from years of deferred maintenance. From the sale of the church in 2011, the congregation was able to move across town to a newer, smaller, and more affordable space, however, ensuring that the building's future use would preserve the building's character and legacy was vital. Ensuring this goal, Sage Partners, LLC was able to transform the historic sacred space into a Life Center, complete with an indoor play area, computer lab, and event space, while constructing an adjoining 120-unit affordable housing community. In the end, the congregation was sustained, the building's integrity and legacy were preserved, and a community need for affordable housing was met. Talk about a win-win-win! The time of the Accessary Dwelling Unit (ADU) has arrived in California. A few years ago, the state created an ADU law that eliminated many of the local zoning laws which prevented the development of second units. Now the number of ADUs in CA has risen from 7K units in 2018 to 31K today. The ADU trend is spreading to other parts of the country as other states pass friendly ADU laws. It feels like we’ve been planning this panel for 18 months (wait! we have been planning it this long). But the day is tomorrow and the event is sold out. Missing Middle development is like Walkability. It’s how our cities were created. It’s the bones of every beloved neighborhood in Denver. Yet, like all other successful city building blocks it has been engineered out, zoned out, priced out, and deemed illegal. Tomorrow we will unpack why that is and how to bring it back.
