Systemic racial discrimination in law enforcement is a root cause of torture and ill-treatment. We must adopt a preventive approach and establish independent oversight to foster accountability and transparency within policing. As we commemorate the 40th anniversary of the UN Convention against Torture, it is crucial to explore the link between systemic racism and groups with heightened risk of torture. APT welcomes the renewal of EMLER's mandate for an additional three years. We urge all States to implement the Durban Declaration and proclaim a Second International Decade for People of African Descent.

Many minorities have different experiences within the criminal justice system. Often times, racism is hidden in systemic and structural systems. Systematic racism can appear in the laws, policies, and even our criminal justice system. Examples include biased policing, discrepancies in sentencing of men and boys of color, which crimes are investigated or prosecuted, who a judge or jury might find guilty versus innocent, and even which crime victims can exercise and assert their rights. Because systematic and structural racism isn’t easily visible or apparent, it is important for us to advocate for fair and equitable treatment for ALL crime victims within the system. At #OCVJC, we strive to provide victim-centered and culturally-competent services to crime victims. We aim to treat each client with respect and compassion, by meeting them where they are, understanding systematic trauma, providing interpreters when needed, by acknowledging and working on our own implicit biases, and by continuing to educate ourselves on the structural racism that impacts both our criminal justice system and society as a whole.
