How should a National Skills Taxonomy be designed? What principles should guide its development and how should a skills taxonomy be utilised? If we are indeed a post-industrial economy (vastly service based), then skills seem to be the common language of exchange between the demand and the supply sides of the Australian labour market (what value can you add to my business). While a skills taxonomy may seem an academic, conceptual exercise, it may have significant relevance to reducing the transaction costs within the labour market in matching skills held to skills needed (and reducing employment mismatches). It may also reduce harm to those of diversity and disadvantage who currently have to compete on the type of qualification they have and where they got it from (and from 'not looking like me'). Importantly, for employers it should widen and deepen the available talent pool (based on what skills can you apply to my business). Larissa Vella addressed the MMF's Progress Meeting on behalf of the National Skills Council (NSC). She delivered a presentation on the National Skills Strategy—a flagship initiative of the NSC in collaboration with Transport Malta, supported by the European Commission Technical Support Instrument, and developed with the technical expertise of the OECD. Larissa explained that through an active stakeholder engagement, not least with the Forum, the project is preparing a Skills gap analysis and needs assessment for the maritime sector as a pilot project within the national strategy. Larissa highlighted the strategy's vision and objectives, emphasising the pivotal role of the maritime sector in its success. She provided an overview of priority topics and their impact on the industry, sparking meaningful discussions. A bit of project quiet time is a great opportunity to catch up on reading and musing. Having an LMI themed catch up session today, and have been struck by this Policy Brief from Cedefop. Having been part of the skills intelligence problem/solution (delete as appropriate) for many a moon, the skills governance framework provides a useful checklist of what to do in establishing an effective skills ecosystem. This won't come cheap (requiring increased capacity and capability at all levels and amongst a huge range of stakeholders), but is also incredibly challenging in the market-dominated system we function/suffocate within in England. Where every organisation in the system is competing for resource, for students, for business, collaboration depends on prioritising the greater good. The incentivisation to do so is limited. Additionally, disappointing to see little consideration of 'is it really, truly a skills shortage or something else?' and of demand side factors when discussing skills intelligence. Other than that, any incoming government planning to set up some kind of weird skills body in England should read and digest thoroughly. Then maybe visit Finland or something!
