This is a topic I enjoy thinking about and toying with in design spaces. I run into challenges consistently "at scale" though (e.g., an organization becoming "large", say greater than a few hundred people). Division of labor becomes an important advantage when things get "big" because, truly, we simply can't achieve purpose consistently without some specialization. "Silos" or functions shared can become useful design elements, and typically horizontal/integrative roles and lateral processes become critical areas of focus to avoid the behavior described in the article. What other strategies have you found effective in combating the downside to departments in large organizations?
