This afternoon, the Co-chairs of the Eleventh Intergovernmental Negotiating Body (IMB11) wrapped up two weeks of Geneva-based #PandemicAccord negotiations at the World Health Organization with a brief public session including remarks from the WHO Director General. A report of the meeting was approved without comments. While not getting into specifics, the meeting report noted “progress” on articles negotiated: #4 Surveillance, #5 One Health, #9 Research, #10 Local production, #11 Tech transfer, #12 Pathogen Access and Benefit Sharing (PABS), #13 Supply, #14 Regulatory. Next steps include inter-sessional work with informal among drafting group members between Sept 30 and Oct 21 (dates TBC by the Bureau). IMB12 scheduled for Nov 5-14.   In his closing remarks, DG Dr. Tedros spent the majority of his intervention talking about the crisis in Sudan. He then (briefly) moved on to the IMB process, recognizing some progress had been made (although not as much as hoped by some) and affirmed his belief that agreement was possible by year-end.   Argentina has the last substantive word - which was a bit of a downer as a closer. They reiterated the importance to them of state sovereignty. The Co-chairs then closed the meeting noting goodwill, historic shifts, and optimism around finding a solution, and called for commitment and trust.

This year’s ISPOR EU confirmed that key concerns around the EU HTAR still plague most stakeholders: 1) Assumptions are still evolving, including on timelines, and the general tone from most voices is one of uncertainty 2) Predictability remains a concern for all stakeholders, including EMA and the HTACG, with all parties emphasizing the need to increase the number of JSC slots to inform future JCA PICOs 3) Training material & support for Patient Advocacy Group participation in JCA is available, but its uptake should not be taken for granted 4) Expectations for use of AI in JCA are high, but possibly too high for now 5) Voices are becoming louder on the expected spill-over impacts of the EU HTAR, from ex-EU HTA/payer bodies leveraging the JCA report given its early availability, to accelerated list-price erosion via IRP in Europe. What an amazing 3 days in Brussels for #diaeurope2024 ! I had the honour of moderating a session with Marianne Lunzer on "Futureproofing the EU Clinical Trials Regulation". We heard some great insights from Monique Al (CCMO), Laura Pioppo (EMA), Lada Leyens (Takeda) and Nikos Dedes (EATG). Some key takeaways: 🤲 We all have a role to play! Sponsors need to submit mature, high quality applications while MS reviews need to be proportionate and risk-based ⏩ It is key to adopt risk-based approaches in the review for better use of resources in the CT ecosystem & faster approvals, with the same level of safety for trial participants 👩⚕️ Work is underway to facilitate NCA and Ethics alignment within and across MSs by building trust and effective collaboration 🌟 Focus on concrete improvements: changes may be needed to the CTIS system, interpretations of the regulation, or the regulation itself. Thank you all!

Last week, I was privileged to join eminent health leaders and experts in “a knowledge sharing lab” . During the sessions, leaders discussed among other issues how their past experiences as ministers could be used to support serving and newly appointed ministers to navigate the challenges that characterize the role of the minister of health in Africa. The health sector in Africa is complex and continues to face many challenges, from infectious diseases to chronic illnesses, underfunding leading to weak infrastructure and shortage of human resources. However, with the right support for leadership in and resources, it is possible to accelerate progress and improve the health outcomes of people across the continent. Such support will necessarily include ministerial capacity development. It is commendable that the Africa CDC has taken on this responsibility with great enthusiasm. A sample of what some former ministers shared last week during sessions demonstrate immeasurable readiness to support this novel initiative…… ✅“ I was the minister for health in my country for 15 years. How I wish I had a leadership coach to support me when I was first appointed” ( former minister). ✅“ I was a minister for health in my country for just about three years. Given the complexity of the system, a capacity building program as part of my orientation would have gone a long way in flattening my learning curve” (former minister). ✅“ Although I had previously served in other sectors as a minister, nothing had prepared me for the role of a minister for health. A leadership development program for my senior colleagues and I, would have helped me to navigate the challenges of the sector “ ( my quote).
