Today, the GEXTRECS team was demonstrating different telecommunication services based on #GOVSATCOM services in the context of a massive flooding event affecting Poland and Germany due to a terrorist act. Members of the GEXTRECS consortium were hosted by the I.S.A.R. Germany at the Training Base Weeze in Germany – the biggest training site of this kind in Europe. We were very successful and had good time participating in demos. This has been also a bonding exercise as great results can be achieved only in team effort. Out today from my US Government Accountability Office team: a new report on DHS’s Securing the Cities program, which trains and equips first responders who may be the front line for reducing the risk of threats from nuke or rad materials used in a terrorist attack. The program is active in 13 high-risk urban areas, where regional partners work with the Countering Weapons of Mass Destruction Office (CWMD) within DHS. CWMD has strengthened the program, improved communication with and between regional partners, and helped partners address implementation challenges. CWMD is planning a new approach for assessing regions’ performance and will first do so in FY25. We recommended additional steps CWMD can take to collect evidence for these assessments and to ensure regions understand performance expectations. CWMD agreed.

However, Western leaders failed to act. Phase 1; destabilise your enemy; Phase 2; undermine political will Phase 3; Damage Social cohesion in your enemy Phase 4; Disrupt political alliances Phase 5; Cripple communication networks and international supply chains Phase 6; Isolate weaker states and turn them; Phase 7; Undertake sustained cyber and social warfare aimed at crippling enemy's logistics; Phase 8; Attks from multiple domains / points of contact. These are steps of hybrid warfare based on how China discussed defeating the West in the 1990s. We are seeing it rolled out by Russia with an alarming lack of action or awareness Western leaders who are truly asleep at the wheel. It seems only Zelensky and the Baltic States are truly aware of the risk. It is an appalling lack of foresight by the West.

After recent small explosions at DHL warehouses in the UK and Germany, a plane belonging to the parcel delivery firm crashed this morning in Lithuania, as possible Russian involvement is probed. Russia issued warnings that it's prepared to launch a series of cyber attacks on UK and NATO countries, ‘causing electricity blackouts’ and ‘financial disruption’ with ‘existential economic impact’. Polish Special Forces arrested four individuals linked to the Kremlin connected to an arson attack on a mall close to Warsaw. Investigators claim it was a dress rehearsal for a devastating plot to bring down transatlantic airplanes. Two telecoms cables in the Baltic Sea have been severed, including links between Germany and Finland and between Lithuania and Sweden. Incidents in the same waterway, probed as malicious, include damage to a gas pipeline and undersea cables in 2023, and the 2022 explosions of the Nord Sea gas pipelines. Last week, a Russian spy ship was escorted from the Irish Sea after it entered Irish-controlled waters, operated drones, and patrolled an area containing critical energy and internet pipelines and cables. The Head of UK’s intelligence service, MI5, warned that Russian Spies are operating on UK soil at an unprecedented level, on a “mission to generate mayhem” including arson, sabotage and dangerous actions. Earlier this year, cyber attacks by a Kremlin group caused thousands of National Health Service (NHS) appointments and operations to be cancelled. The UK’s Ambulance Service was also targeted. Groups linked to the Kremlin are also behind several large-scale disinformation campaigns in the UK and throughout Europe, causing violent riots and widespread damage. In 2022, Putin issued a warning that revealed his strategy to weaponise winter, with a direct threat to ‘freeze Europe’. His trump card is the supply of oil and gas to Europe from Russia. An equal threat to Europe’s solar, wind and natural gas power supplies is Russia’s involvement in its ‘Grain for Africa’ campaign, which has not only resulted in NATO forces being evicted from key counter-terrorism forward operating bases, but has also gained Putin valuable political support. Russia, North Korea, Iran and China are using the war on Ukraine to jointly conduct ‘Reconnaissance by Fire’ against NATO equipment, weaponry and ammunition, as well as NATO trained Ukrainian and Foreign Legion soldiers. Yes, it's a kind of undeclared World War III. CNN hosts were asking that question over the weekend. What they and their guests did not grasp is that it does not have to be a declared, full-scale kinetic war to qualify as a global competition. Cyber disinformation and penetration campaigns are a large part of this undeclared conflict, as are the proxy wars in Ukraine and Israel/Lebanon/Gaza. China, Russia, Iran and North Korea are cooperating to fuel these conflicts and sustain pressure on the West's resources. China is the root cause because it is supporting Russia and Iran economically and through the supply of "dual use" technology that is showing up in Hezbollah weapons, for example. We are losing this competition because our concept of global conflict is antiquated. We keep thinking about World Wars I and II. This is different. And we are already losing because we won't bring ourselves to understand the patterns.
