The EU Listing Act was published on 14 November 2024, with the first changes under the Amended EU Prospectus Regulation taking effect on 4 December 2024. There is greater clarity on L2 measures following publication of ESMA’s consultation paper (28 October), including amendments to the Commission Delegated Regulation (EU) 2019/980. On the UK side, the FCA’s consultation on the rules under the Public Offers and Admissions to Trading Regulations 2024 (closed 18 October) signals the direction of the new prospectus regime. These developments mark increasing divergence between EU and UK prospectus rules. The Serbian Commission for Protection of Competition has revealed a draft of new regulations in the area of restrictive agreements. These regulations introduce three new types of group exemptions and update the existing vertical block exemption regulation.
