I recently shared some of my thoughts on impact fees in California with KQED. Here at Villa, as we move toward focusing on building more prefab primary homes in infill locations (in addition to our ADU building business), impact fees are an increasingly material consideration in our analysis on whether or not we can make the math work to build attainable housing projects. I’m glad to see there is some focus from policymakers on this topic, but there is still a LOT more we can do on this to unlock being able to build more attainably priced housing. We need to be using “every tool in the toolbox” to unlock more housing production at affordable price points and this is a tool that needs more thought and attention, and I’m glad to see it’s getting more focus now. https://lnkd.in/gqsMuSAV

CONSIDERING BUILDING AN ADU ON THE CENTRAL COAST?🏡🏡🏡 Need more space for family or guests? 👨👩👧👦 ADU's (Accessory Dwelling Units) allow extended families to be near one another while maintaining privacy. ADUs can provide as much living space as many newly-built apartments and condominiums, and they're suited well for couples, small families, friends, young people, and seniors. A garage conversion is the cheapest way to convert space into an ADU. If your budget is modest keep the existing envelope of the garage, meaning don't expand on the current footprint to avoid extra cost. Can someone convince me that planning policies which follow this format are a good idea. "On sites of X or more dwellings, a minimum of Y% of dwellings being made available as dedicated serviced plots for self or custom build housing". I know why LPA's use it, the requirements of the Self-build and Custom Housebuilding Act (2015) require the provision of serviced plots and that is specifically endorsed by the PPG as a suitable mechanism, but it feels like a blunt tool for a more nuanced need. Notwithstanding I understand why it is becoming increasingly ubiquitous in Local Plans, my own feelings are that they don't really serve the needs of most would be self-builders, they add (further) unnecessary complexity getting new housing out the ground on qualifying sites and they don't increase overall housing supply, instead eating into supply that would presumably be built by a housebuilder anyway. If anyone has any experience either confirming or countering my assumptions, that would be interesting to hear, particularly given I am commenting on them regularly. In particular it would be interesting to know which Authorities have had such policies in place the longest, so the efficiency of such policies can be checked (hopefully conveniently in an AMR, but appreciate that may be wishful thinking!!). I appreciate in some markets and geographies they may be more appropriate, but as a fairly generic tool being used nationally, I am not convinced!
