ADUs can provide as much living space as many newly-built apartments and condominiums, and they're suited well for couples, small families, friends, young people, and seniors. A garage conversion is the cheapest way to convert space into an ADU. If your budget is modest keep the existing envelope of the garage, meaning don't expand on the current footprint to avoid extra cost. Thank you, Mayor Harrell, for proposing legislation to streamline the permitting process and increase production of accessory dwelling units (ADUs) in Seattle. This is an important step to affordable ownership housing opportunities in our city. The package will: · Encourage more family-sized homes: Increases the maximum ADU size to 1,500 square feet to allow for the construction of 3-bedroom ADUs. · Expand homeownership opportunities: Simplifies ADU sales by reducing the need to form an HOA. · Preserve existing homes: Allows exceptions to certain design standards if the principal unit is retained and does not count ADU construction toward the substantial alteration threshold. · Make it easier to fit a second ADU: Provides more building separation and attachment options, such as allowing AADU attachment via breezeways, which can offer more flexibility on unusually shaped lots.

An Accessory Dwelling Unit (ADU) is a self-contained living unit located on the same property as a single-family home. ADUs are typically smaller than the primary residence and have their own entrance, kitchen, bathroom, and living space. They can be attached to the main house, located within a detached structure such as a garage or a backyard cottage, or converted from existing space within the primary residence. ADUs provide additional housing options, increase property value, and can serve as rental income for homeowners. They are often used to accommodate family members, provide housing for renters, or serve as a home office or studio. ADUs are subject to zoning and building regulations, which vary by location. Starting in 2024, some new laws in California became effective regarding ADUs. AB 1033 - Allows homeowners to sell one or more ADUs separately from their primary residence. This law authorizes local agencies to adopt local ordinances allowing ADUs to be sold as condominiums separately from the primary dwelling with approval from the California Department of Real Estate. AB 976 - Local agencies cannot impose owner-occupancy requirements for new or converted ADU projects permitted after Jan. 1, 2025 extending the ability to rent out ADU which was approved from 2020 through 2024. AB 434 - All California cities and municipalities to have a pre-approved ADU plan scheme in place by January 1, 2025. Accessory Dwelling Units Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs) are an innovative and effective option for adding much needed housing in California. ADUs have been known by many names: granny flats, in-law units, backyard cottages, secondary units and more. HCD is the state’s leader on local ADU ordinances, which — while optional — have grown exponentially in number as more cities, counties, and homeowners become interested in ADUs as one solution to increasing the supply of affordable housing. What are the benefits of ADUs? ADUs are an affordable type of home to construct in California because they do not require paying for land, major new infrastructure, structured parking, or elevators. Sightline Institute | Removing regulatory barriers to building small homes drives new construction, but it can take years to see the full impact. After Seattle adopted a new zoning code removing regulatory barriers to accessory dwelling units, ADU production doubled in year two, tripled in year three, and quadrupled the original baseline in years four and five. Yet Seattle’s success with ADU reform since 2019 may be outpaced by another city in Cascadia that has just unleashed a surge of permits for relatively inexpensive infill housing. In the three-and-a-half months since its own new zoning code took effect on December 1, 2023, the City of Boise had 27 people per month apply for permits to build accessory dwelling units (ADUs) on their property—also known as backyard cottages, granny flats, or in-law apartments. That compares to a permit rate of just over 3 per month in the 12 months before the new code took effect.
