"The Department of Defense’s new Fulcrum IT Strategy marks a pivotal shift in modernising its technological approach, prioritising user experience and interoperability for enhanced warfighter support." “Success is defined by the user experience — ensuring that decisions are made with the warfighter in mind.” This strategy exemplifies a forward-thinking approach, focusing on agility and the strategic use of emerging technology. Broadly, the Fulcrum strategy is structured around four lines of effort that the document states represent “a strategic shift that embraces technology as a mission enabler.” They include: LOE 1: Provide Joint Warfighting IT capabilities to expand strategic dominance of U.S. Forces and mission partners. LOE 2: Modernise information networks and compute to rapidly meet mission and business needs. LOE 3: Optimise IT governance to gain efficiencies in capability delivery and enable cost savings. Exciting news! Under the Program Executive Office for Command, Control, Communications and Battle Management (PEO C3BM), the United States Department of the Air Force recently rolled out foundational aspects to support its Battle Network, including 16 Tactical Operations Center-Light (TOC-L) edge nodes, a cloud-based command and control platform, and a digital infrastructure component. “In the last year, we’ve deployed 16 TOC-L kits out into the field, and right now, the teams are operationally [testing the limits] of them,” Maj. Gen Luke Cropsey, the Department of the Air Force integrating PEO for C3BM and assistant secretary of the Air Force for Acquisition, Technology and Logistics, Headquarters, U.S. Air Force, explained. “They are doing that intentionally so that we can understand better from an operational-use context, what works and what doesn’t work. Then we are going to fold that immediately into the next iteration of those kits. Very promising news for defense modernization. “Our focus needs to be not just exquisite systems, but how do we get capability and capacity quickly? How do we get expendable platforms? We see that happening in Ukraine, those are incredibly effective. How do we get to attritable platforms that are also great conduits to use technology that leverage what we can do quickly? We can generate mass, we can increase the risk calculus for China. All those things are incredibly important,” Wittman, the vice chairman of the House Armed Services Committee, said.

Last week, the United States Department of Defense released the National Defense Industrial Strategy Implementation Plan (NDIS-IP). The IP expands upon the four pillars of the NDIS, including the second pillar of the NDIS: the need for a sufficiently skilled and staffed pool of human capital capable of meeting the Defense Industrial Base's (DIB's) requirements and innovative enough to adapt to future demand. Focused efforts over the past year have resulted in nearly 10,000 new hires. Yet continued challenges indicate that the DIB is not immune to the same challenges facing the military services with respect to recruitment, and further highlight the need for a whole-of-government national security human capital strategy. https://lnkd.in/e_qVp4JZ
