Several things are incredibly worrying here. First of all the (unsubstantiated) assumption that somehow for-profit services are worse than non-profit services. We're yet to see any evidence supporting this. Most evidence point to it being an irrelevant factor. Also, how will removing profit improve outcomes? It won't - it *may* reduce costs (but again we've seen no evidence to support this). Then there's the focus on profit made by large companies; most providers make nowhere near this, and to suggest otherwise or to ignore the many smaller providers just about getting by is poor, lazy journalism. LA's lack the capacity (and often the experience) to support and care for young people with complex needs; how are they to meet these needs in the future? There is also still a woeful lack of planning and funding to see this through. How are LAs going to build/acquire suitable homes, staff them and register them? Will CIW receive funding to employ more inspectors to meet the demand (and who is going to train them)? What is the timescale for this? If all the big players pull out of the Welsh market and build more homes in England, how is Wales going to stop children and young people being placed further away from home? Or will they remain in Wales, but in unsuitable emergency placements? If hundreds of care staff lose their jobs in Wales as a result of this, what is the WAG's plan for managing this surge in unemployment? This smacks of ideology trumping evidence - the definition of a bad idea poorly executed. Instead of taking such ill-thought-out actions, perhaps the government's energy would be better placed in banning placements in companies who register overseas for tax; imposing a windfall tax on excessive profit; and reinvesting the dividends in early intervention (a key factor in helping families avoid the care system altogether). Thoughts?
