CMS has defined a Universal Foundation of quality measures to ensure ongoing alignment across multiple healthcare quality programs and to advance the National Quality Strategy. The Universal Foundation is prominently mentioned in the 2025 CMS Call Letter for Medicare Advantage Plans.
