Elliott Taylor, Andy Graham, and Travis Scott were SCAT (shoreline Cleanup Assessment Technique) instructors for two teams of Stantec personnel in December. The Canadian crew received training in Burnaby with field trips to Burrard Inlet and to the river bank of the Fraser River. The US team gathered in Seattle for training with field activities at Alki Beach and to the Duwamish River bank. Over 50 personnel trained and ready to deploy. Last month Elliott Taylor and Travis Scott participated in the Full Scale Spill Exercise for the Trans Mountain Westridge Terminal. They supported the Environmental Unit with develop of SCAT and NFO plans.

Polaris Applied Sciences is headed to New Orleans and the 2024 International Oil Spill Conference. Look for Greg Challenger, Elliott Taylor, Travis Scott, and Samantha Iliff. Dr. Elliott Taylor and Samantha Iliff of Polaris Applied Sciences, Inc. led a two-day course in Shoreline Cleanup Assessment Technique (SCAT) for members of the Cheam First Nation (British Columbia) and others under an initiative of the Emergency Planning Secretariat and the Lower Fraser River Fisheries Alliance. The classroom and field sessions provided participants with a sound understanding of the objectives of SCAT in a shoreline response program and the data collection process for field SCAT teams.

Dr. Elliott Taylor, Matt Martin (USCG/IMO), and Nadia Gour (RAC-REMPEITC) delivered a National Workshop on Oil Pollution Preparedness, Response and Cooperation (OPRC) Convention Level II for the government of Belize. The 4-day workshop was coordinated between the IMO REMPEITC-Caribe, the Belize Port Authority, and the Department of the Environment within the Ministry of Sustainable Development, Climate Change, and Disaster Risk Management. Activities entailed presentations, following the model IMO OPRC course tailored to the risks, environment, and operating conditions of the country, and exercises focused around a hypothetical spill scenario. This week Drake Energy & Maritime Consulting completed for the Commonwealth Department of Industry, Science and Resources (DISR) and NOPSEMA a report that assessed through a cost benefit analysis how the existing Australian framework for offshore petroleum oil spill preparedness and response (OSPR) could be simplified and improved. Nicole Ireland facilitated for DISR and NOPSEMA a workshop in late 2023 with offshore petroleum sector stakeholders from Australia and overseas to obtain their views on the potential changes to the OSPR framework and Nick Behrens prepared the cost benefit analysis. The cost benefit analysis was informed by three earlier reports we prepared that addressed the Offshore Petroleum Future Risk Landscape, International Best Practice in OSPR Frameworks and the Implementation of Elements of International OSPR Frameworks in the Australian Context. What differentiates our offering to clients is our ability to combine the deep industry expertise of our experienced consultants in the energy, infrastructure and maritime sectors with our network of specialist advisers in the fields of economic and financial analysis, environmental, social and corporate governance (ESG), engagement and strategy consulting. In keeping with this approach Drake Energy & Maritime Consulting put in place a team of experts from across the globe to contribute to the above OSPR reports. The co-authors of the reports were: * Captain Steve Barron, Peter Crittall and Rod Johannessen from Australia * Toby Stone from the UK * Carmine M. The 4-day workshop was coordinated by REMPEITC-Caribe and the Ministry of Works and Transport. Activities entailed presentations that followed the model IMO course and that were tailored for discussion pertinent to the risks, environment, and operating conditions of the country. Participants also visited the field where they were introduced to key components of oil spill response equipment followed by a tour of the major oily waste handling facility, courtesy of Tiger Tanks Trinidad.
