California is serious about accessory dwelling units. The Department of Housing and Community Development just released its 2025 ADU Handbook, reflecting California's latest ADU-friendly policies. We've created a useful guide breaking down what these changes mean for homeowners, multifamily operators, and developers. A few of the bigger changes: - ADUs can be converted into condos and sold separately from primary residences - State law now voids HOA restrictions on ADU development - Multi-family properties can add up to 8 detached ADUs - Pre-2020 unpermitted ADUs have a clearer path to legalization All these changes present major opportunities for housing development across California.
