The International Association of Auto Theft Investigators (IAATI) was formed in 1952 in order to improve communication and coordination among the growing family of professional auto theft investigators. It has grown to approximately 2,000 members representing 58 countries and includes representatives of law enforcement agencies, as well as many others with a legitimate interest in auto theft investigation, prevention and education.

    In this excerpt from Lorraine Sommerfeld of Driving.ca's coverage of Équité Association’s Top 10 Most Stolen Vehicles, where she spoke with Bryan Gast, CFE, VP Investigative Services: "Canada joined the 196 countries in Interpol’s Stolen Motor Vehicle database last year, and was instantly placed in the top 10. Gast cites the global cooperation from numerous levels of law enforcement as playing a large role in recovering stolen vehicles. But now the issue, quite pointedly, is the ease with which these vehicles can be stolen in the first place. Cops running around chasing stolen cars is a ridiculous waste of resources when the cars shouldn’t be this simple to snatch. Hello, manufacturers?" At Équité, we are advocating for modernized vehicle security standards aligned to the ULC 338 to address current methods of theft across all manufacturers.     International Association of Auto Theft Investigators (IAATI) I will allow myself to attach to this post by sharing my own knowledge. There are cloning masters in Poland - the record was set in the past in the Department of Communication in Lubin (a city near the Polish-German border), where 7 VW Passats were registered on one and the same VIN. It was enough that the cars differed in fuel type and number of doors. In Poland, we have an easier way to clone some vehicles. The point is that, according to the regulations that have been in force in Poland for many years, if the VIN has corroded or is illegible for some other reason and needs to be re-stamped, a replacement number is stamped with only 12 positions (3 letters and 9 digits). After such a number is stamped by the diagnostic station, it is entered in the vehicle documents instead of the seventeen-digit VIN designation. I myself drive such a car, which has a manually stamped official twelve-digit "VIN" on behalf of the Department of Communications... The worst thing is that the original VIN disappears from the documents and only the 12-digit vehicle identification number is available. Therefore, checking the vehicle in police and insurance databases and ordering spare parts from the service is a big problem.

    Several world experts on vehicle identification are calling on manufacturers to standardise the position of Vehicle Chassis Numbers (VIN) also known as chassis or frame numbers. The VIN is a unique 17 character alphanumeric code and serial number used by vehicle manufacturers to identify a specific vehicle in accordance with and defined by the International Organization for Standardization in ISO 3779 (content and structure) and ISO 4030 (location and attachment). These experts suggest that these important digits that are mainly cold etched into the body work of a vehicle, are often difficult to find, access, read and interpret.  Each manufacturer currently has its own position for this VIN number which it's suggested considerably complicates the skill required to view it and indeed examine it. With the cloning of cars in particular on the increase, the debate is 'if manufacturers standardised the position of the VIN would it improve the effectiveness of controls not only by the trade, insurance companies, prospective purchasers (due diligence) and of course the police'?  With an 857% rise in cloning seen in London, over 100,000 cases seen via ANPR cameras throughout the UK and similar reports from several EU countries this debate may be worth pursuing. It also comes at a time when organised crime gangs now see vehicle crime as a hugely profitable part of their criminal portfolio yet many police forces unfortunately still treat it as a low priority crime. #carcloning

    NEVER GIVE UP In 2019, the Vehicle Identification Committee of the International Association of Auto Theft Investigators (IAATI) was requested by the FBI to assist in the identification of a vehicle. The vehicle was possibly involved in the 1995 disappearance of Morgan Nick. Morgan Nick was only six years old when she disappeared while playing near a Little League game in June 1995. Officers investigating the possible abduction, received reports of suspicious activity involving the driver of a red pickup with a white camper the night of the disappearance. Mr. Billy Jack Links was soon a suspect as he was the owner of a truck similar in description. Law Enforcement searched Mr. Lincks 1986 Chevrolet Scottsdale pickup and questioned him in regards to Morgan Nick but were unable to make a connection to him and the girl’s disappearance. A search of the vehicle by lab technicians at that time found blood and blonde hair   samples inside the vehicle. At the time, the blood and the blonde hair did not have enough DNA information for a conclusive match. Earlier this year, the hair was tested again with new DNA technology and found to be either that of Morgan Nick or close relatives. The FBI now names Billy Jack Lincks as a person of interest. Unfortunately, Lincks died in prison in 2000, convicted of sexual indecency after attempting to abduct a child just two months after Morgan Nicks disappearance. The investigation continues with law enforcement trying to learn as much as they can of the life of Billy Lincks. The hope is there is some evidence not yet found that might lead in finding Morgan Nick. No matter what small part, the IAATI Vehicle Identification Committee assistance provided in the case, a vehicle is often the “Key” to an investigation. Lt. Joe Kenda (Ret.) from the TV series “Homicide Hunter” famous quote on cold cases is “Never Give Up”. For the past 30 years the investigation into Morgan Nicks disappearance has been going strong and continues to this day. I know I speak for the Vehicle Identification Committee that we are honored to have assisted in the investigation.
