About us
The German Marshall Fund of the United States (GMF) is a non-partisan American public policy and grantmaking institution dedicated to promoting better understanding and cooperation between North America and Europe on transatlantic and global issues. GMF does this by supporting individuals and institutions working in the transatlantic sphere, by convening leaders and members of the policy and business communities, by contributing research and analysis on transatlantic topics, and by providing exchange opportunities to foster renewed commitment to the transatlantic relationship. In addition, GMF supports a number of initiatives to strengthen democracies. Founded in 1972 through a gift from Germany as a permanent memorial to Marshall Plan assistance, GMF maintains a strong presence on both sides of the Atlantic. In addition to its headquarters in Washington, DC, GMF has six offices in Europe: Berlin, Paris, Brussels, Belgrade, Ankara, and Bucharest. GMF also has smaller representations in Bratislava, Turin, and Stockholm.

As we close the door on 2024, I'm filled with inspiration and gratitude reflecting back on a truly incredible year for Tech at the German Marshall Fund of the United States. We brought people together, reached new audiences, produced high-impact tools and analyses, and pushed on the boundaries of what constitutes "think tank work" with innovative programming -- from a hackathon to implementing content authenticity technology. Some highlights 🎉 : 🤝 As Astrid Ziebarth says, it's people first. We united tech @ GMF under one roof #GMFTechnology and built an all-star, truly #transatlantech team (now 9-strong), bringing on Sharinee L. Jagtiani (PhD) and Astrid in Berlin, Heli Tiirmaa-Klaar in Brussels, and Dr. Pamela Park in Silicon Valley to complement our existing presence in DC and Paris. 🗺️ 📣With two Congressional testimonies 🏛️, seven events held, and multiple speaking engagements from the #G7 in Rome to the music and tech nerds at South by Southwest #SXSW, we reached both new and traditional high-impact audiences. Our analysis was featured in over 50 media hits including the The New York Times, The Washington Post, CNN, MSNBC, Bloomberg, Deutsche Welle and more. 📈 GMF Tech also went beyond the standard commentaries, producing data-driven investigations and tools 🔎 at the intersection of tech, geopolitics and democracy: Our #SpittingImages Electoral Deepfakes Tracker catalogues how #AI is affecting politics, and our reports on the evolving use of #TikTok as a political platform tracked the growing potential for PRC influence, as US candidates of all stripes rushed to the app over the summer. 🎵 In partnership with CBC and #ObturadorMX, we conducted the first-ever demonstration of content authenticity technology in major media coverage of an election. 📸 👩🏼💻 We innovated new formats of getting technologists, policymakers, and civil society together: Our #TransatlanticTechExchange in March brought 12 tech-minded Members of the European Parliament to DC, Sacramento, and Austin to learn and exchange on the US and EU innovation ecosystems. And in November, we hosted GMF's first-ever #Hackathon in Mexico City where interdisciplinary teams of data scientists, engineers, civil society actors, and academics developed #AI prototypes 💡 to advance democratic values. #democracyaffirmingtech I'm deeply thankful for the enthusiasm and support of an incredible team and the people and partnerships throughout GMF and beyond who have contributed to, engaged with, and advanced our work this last year. Thanks to Bloomberg' s Caroline Hyde 📺 & Paul Sweeney 📻for having me on to discuss the thorny questions around China tech policy and geopolitics for 2025. We covered lots of ground, but a few key points: 🎶 How Trump handles the #TikTok law will be a litmus test of his Admin's stance on China + tech. Prospective appointments like Marco Rubio and Jacob Helberg to the State department signal a hawkish approach in line with the DC consensus. But many of the tech CEOs courting Trump at Mar-a-Lago have strong business ties in the PRC. 👨💻 DC is already feeling the effects of the rise of the supranational tech billionaire in Elon Musk as 'first buddy' -- will this newfound political influence muddy the waters of the bipartisan political consensus on China that has formed over the last 5 years? 🤖 2025 is poised to see major advances in the #AI 'model race' as well as the applications of LLMs. The US/UK joint pre-deployment test of OpenAI's o1 -- which assessed performance across cybersecurity, biotechnology, and AI+software development -- is a prototype for how governments can begin look at accuracy when it comes to deploying frontier models.
