The Florida Solar Energy Industries Association (FlaSEIA), founded in 1977, is a nonprofit professional association of companies and consumers involved in the solar energy industry. Members include ANYONE interested in promoting solar-friendly policies in Florida, from consumers to large-scale utilities, homeowners to manufacturers.

Today Orlando Utilities Commission (OUC) has agended their controversial vote on PeakShift. Advocates and consumers anxiously await the future of utility billing practices. An affirmative vote fundamentally changes how energy is bought and paid for by Orlando's 258,000 energy customers. The new pricing plan includes increased time of day pricing when consumers are going and coming home from work, and decreased time of day pricing when their homes are typically left dormant. While at the same time adding Demand based charges as well as higher Fixed Fees. Additionally, the chef's kiss, is the plan dramatically attacks rooftop solar by eliminating net-metering for an export rate that is dramatically lower than retail rate and pinned to "solar farm PPA's". In addition the utility has no plan to curb expenses or dividends to the City. With only 258k customers, the solar industry deemed their payouts to political and advertising partners too high and lavish. When a skybox at an arena for your buds can add $1 per month to energy consumer bills - the back of the envelope math on all other contributions is over $60/month for each OUC customer. In an unrelated to rooftop solar story NPR's Molly Duerig released a publication yesterday detailing OUC's contempt for record keeping, Florida's sunshine law, and how they handled overbilling dozens of high usage businesses, including Starling Chevrolet. Florida Administrative code sets the rules in this case. Pay them back from the time the overbilling occurred, in this case some over 20-yrs. There are still dozens of OUC customers, maybe more, who may still be experiencing double bills - and likely don't know their rights when seeking a correction. When deciding on billing plans regulators look at rates and determine if they are fair, just, and reasonable. The same with cases of error. With OUC these plans are being concocted outside of the Sunshine, outside of the venue of the Florida PSC, and without a consumer advocate questioning these plans.

For the last 24-months the Orlando Utility leadership has been hatching a half baked plan to upend 100-years of public trust with a series of billing changes that fundamentally change how people in Orlando not only buy energy but also how they are compensated for the value of the investments private citizens and businesses made in renewable and energy efficiency. At first it seemed as if they were just coming for the Solar. However after deeper examination we discovered they were coming for everyone. Under the banner of “equity”. OUC launched a campaign to promote a plan hatched from collaboration with utilities like SRP, LADWP, and PG&E. Time of day pricing, coupled with high fixed charges, added Demand billing, and of course penalties for rooftop solar. Now we have learned through their own admission. ⚫️ 51% of OUC customers will see bills increase immediately. ⚫️ 100% of Existing rooftop solar customers will see bills increase immediately. ⚫️ Jobs will be lost in both solar development and in local businesses and those jobs were factored into the decision. ⚫️ $200+ Million in gifts to City and County governments and more to large corporations through advertising “packages” will continue. When one California “model utility” has requested 4-consecutive rate increases this year alone, how does OUC plan to be different? Additionally, fact sheets included disenguois statements about legacy tariffs or grandfathering. Originally, when released OUC stated they would be offering NO LEGACY tariffs. Meaning day 1, your existing investment goes bust. And for those with projects under way or in permitting. Your investment is bust before it hits your roof. This messaging is a belt and suspenders approach to killing rooftop solar. Announce a change in tariff is coming - but promise to destroy existing and new investments. The guarantees you will not have a rush of new projects come through while you publicly debate the changes. All while causing the most significant damage to the market immediately ensure the local businesses are harmed financially. Now a legacy tariff proposal includes a 20-yr tariff by utility account alone. No portability to the next owner, saddling the current owner with Solar Handcuffs to the property. People in Orlando should be furious with these manipulative and corrupt maneuvers design to slow the adoption and value of energy efficiency and renewables. Revenue Protection Billing to ensure they can continue providing over $200M annually in dividends to the city and county budget, and possibly up to $100m or more in advertising incentives to offset corporate bills at stadiums and large corporations. This is where cuts should come from on day 1 - if the real goal was to keep bills low. Florida’s policy makers should take a hard look at this corporate welfare on the backs of energy consumers.
