𝐁𝐫𝐨𝐚𝐝𝐛𝐚𝐧𝐝 𝐏𝐫𝐞𝐝𝐢𝐜𝐭𝐢𝐨𝐧𝐬 𝐟𝐨𝐫 𝟐𝟎𝟐𝟓: 𝐏𝐞𝐫𝐦𝐢𝐭𝐭𝐢𝐧𝐠 𝐂𝐡𝐚𝐥𝐥𝐞𝐧𝐠𝐞𝐬 𝐀𝐡𝐞𝐚𝐝 Permitting remains a major hurdle for broadband deployment, second only to funding.
