We at CAEL are excited to release, in partnership with the American Council on Education (ACE), the results of a national scan of state and system policies on Credit for Prior Learning (CPL). Almost every state has some kind of state or system CPL policy on the books. Most have originated with legislation, but state agencies, governor’s offices, and postsecondary systems also have had a lot to say about how CPL is offered and administered. The CAEL and ACE research teams categorized more than 360 state and system policies according to 11 different policy themes — including methods of assessment, requiring each institution to have a CPL policy, transcription, transfer, data collection, to name just a few. Our analysis of these policies, along with examples for each of the themes, is available in a new policy brief, The National Landscape of Credit for Prior Learning (CPL): Effective State and System Policies for Success and Equity. But even more exciting is an interactive database with filters for state, policy theme, and the source of the policy (e.g., legislation, state administrative code, etc.).
