When a no fault forward approach is adopted along with First time right attitude these aspects of a project are taken care of. To balance deadlines, the approach is two pronged, first being the quality of resources available to achieve the deadline and the sufficiency in the total allocated resources to the project. The real challenge is to choose people based on these two parameters who would drive the project in all directions. Individual parts of project can be linked with KPI's to ensure that the work is recognised and is highlighted as it benefits both the organisation in understanding the process and it's people as well as allows people to be showcased!
