As someone who has brought in multiple technologies or tools and incorporated them into an aging/out of date environment, there is one method that works incredibly well: the engineer must respect and fully understand the needs of the people who will be using the new tool/tech. Furthermore, the engineer must assign a "champion" to help promote the new tool/tech. The champion will help manage expectations, and act to promote, rather than reject the new technology.

Implementation of new technologies always face resistance. For example, in my work once introduction of Windchill PLM initially faced difficulties among the team.So the benefits were explained through sessions and required training.The senior expertise always explained the importance of the technology and we practiced and became an expert in that technology.Similarly, different industries need various technologies like 3D scanning, and reverse engineering, Additive manufacturing, or learning some new software. The resources are carefully selected and given trainings to implement the techniques in their engineering jobs.So, through a positive culture and adequate trainings these technologies can be introduced and learned easily.
