If the prior, there's a communication lag somewhere. In both cases, the management is at fault and the team is probably bearing the brunt of that. In enterprise software, the updates should always be 'expected' so the team can be given a heads-up and training. The updates should, wherever possible, be tied to the feature requests given by the team so they know that their feedback is being acted upon. One definite solution is to explain how the new features will help the team do its job better, faster. If you are able to 'sell' the updates, adoption will be smoother.
