If we fall into that situation, then it's a bit too late. We should have a monitoring system (be it manual or computerized) to tell us when things are getting out of control at the first place. But if we are already in the mess, then we may want to first understand the root cause(s), involving the vendors in the analysis. I believe there is no single root cause nor solution for this kind of problems. And it's not always due to the vendor(s) but can also happen due to our internal processes or the way we manage the contracts. Only once we know the issue(s) we can then re-strategize.
