I’m a given situations when the project gets different priorities, it is important to know what is the cause of such changes and respond appropriately. Anything would fall into either category: controllable or uncontrollable. If controllable, me and my team will decide and respond. The issue becomes difficult if the reasons are beyond the control. In such cases, knowing the actual problem is half-solution. Contractual obligations have to be adhered to and if more is insistent by client, the same needs to be taken up with time and cost implications. Even things within contract may go beyond timelines due to external factors, the same needs to be settled amicably.

I think the worst approach is to adjust priorities using a "gut feel" approach. The best way to make these critical decisions is to use flow charting and Gantt chart plans. Once you see it graphically, you will see right away where the constraints are. More importantly, the entire staff will see as well. This approach makes the adjustments in priorities directly related to the actual production situation.
