As a communication skills coach for 25 years, I've seen that communication works if you are on the same side f the table, not sitting across from each other. I'd suggest, flip the script. Invite everyone to a brainstorming session where their ideas become “building blocks.” Then, I test it in a mock scenario and get their feedback—basically, a dress rehearsal. Their tweaks will make them not only buy-in, but take ownership. They will not just adopt the framework; they will ace it.
