This is asking the wrong question, because the tool is irrelevant to the quality or usefulness of the scenario. The tool doesn't do the heavy lifting; what's between your ears does. So first, you need to think through what people do, expect to be able to do, want to do, need to do and the differences between them. You need to understand the WHY behind all those things. The need, the intent. You need research or evidence of some kind. It's the WHY you have to get right, not what tool you use to represent it. Next, you iterate and revise scenarios in a way where you aren't precious about the outcome: sketches, whiteboard, Google doc. Whatever allows you to think through and try and revise quickly is the right tool.
