I see a lot of great foundational answers here about audits, establishing tone, brand guides, etc - so I won't belabor those any more. One thing worth mentioning I think is the soft skill(s) of getting everyone BOUGHT IN to this process - your brand guidelines are only as good as the diligence by which they're followed. Help your x-funct partners to feel invested in it, like they're part owners. SELL THE EXCITEMENT, SELL THE VISION! Your target market for this exercise are your devs, your QA teams, your program and product stakeholders... figure out how to help them understand the why, make them feel like contributors, and cater your message to how it will make their lives and your users lives better, SPECIFICALLY. Collab, don't dictate.
