I've found that if your team is inefficient due to struggling with autonomy (or not taking ownership) there is probably some fear of disappointing you (the boss). This can happen even if you say you have open communication and a safe space, but perhaps you are still pushing and pressuring things to get done a certain way. Take this chance to talk with your team and ensure no judgement, just support. Ask them if they understand the expectations first. No matter the answer, take it as data and move forward. Then ask if they have what they need to do the task. Finally, confirm you have faith in them and will support if needed.
